Luke 18:18-23

In answering the ruler, Jesus is actually asserting that He is, indeed, God. To see that, we need to remember that in the Gospel accounts, Jesus claimed to be good.
He claimed to be the “Good Shepherd” in John 10.
He also claimed to be without sin in John 8.
Jesus is saying that God is good in verse 19. Jesus Himself also claims to be good. Therefore, Jesus is claiming to be God.
The question that the young man is asking is about eternal life. In asking his question, the young man is actually saying that Jesus is qualified as the source of eternal life.
So, in trying to find out about eternal life, the rich young ruler went to the right doctor, Jesus Christ.
